Cross-border e-commerce continues to make strong efforts to promote the high-quality development of China's foreign trade.
The fast-growing data highlights the healthy growth of cross-border e-commerce. In 2020, China's cross-border e-commerce import and export volume reached 1.69 trillion yuan, up 31.1%. This year, it has maintained a high double-digit growth rate of 886.7 billion yuan in the first six months, an increase rate of 28.6 percent.
Ren Hongbin, vice Minister of Commerce, said not long ago that the Opinions of The General Office of the State Council on Accelerating the Development of New Forms and New Modes of Foreign Trade recently issued mainly put forward six new forms of foreign trade, "among which cross-border e-commerce is a new form of foreign trade with the fastest development speed, the greatest potential and the strongest driving effect".
So, what is the impetus for cross-border e-commerce to "lead" the new form of foreign trade?
The biggest advantage is that China's cross-border e-commerce policy system "four beams and eight pillars" has basically taken shape, and a rapid growth system has been initially established. Since 2015, The State Council has set up 105 pilot zones for cross-border e-commerce in five batches, covering basically the whole country, and forming a development pattern of inter-linkage between land and sea and between east and west.
Not only that, but also formed a series of effective "playing methods". In particular, the "six systems and two platforms" in the comprehensive pilot zone for cross-border e-commerce have been replicated and promoted nationwide. The "six systems and two platforms" mainly refer to the "six systems" for information sharing, financial services, intelligent logistics, e-commerce integrity, statistical monitoring, risk prevention and control and other supervision and services, as well as the "two platforms" for cross-border e-commerce comprehensive online services and offline industrial parks. For this reason, China has customized nearly a hundred policies to support the development of cross-border e-commerce, and initially established a policy framework to adapt to the development of cross-border e-commerce. The Ministry of Commerce, the General Administration of Customs and the State Bank of Mouth Office have also built a comprehensive cross-border e-commerce online service platform with a national version and a general to general platform, relying on the single window of international trade.
At the same time of rapid development, cross-border e-commerce enterprises also have more diversified export channels. Some rely on large e-commerce platforms to carry out business, some build independent stations to explore the market, and there are new business models such as live "bring goods", big data marketing and so on. A number of Chinese enterprises and brands have gained recognition in the international market, and the "Chinese experience" and "Chinese solution" have become new samples for the development of cross-border e-commerce in the world, and also provide reference for the development of e-commerce in other countries.
At present, cross-border e-commerce has become a new driving force for foreign trade development, a new channel for transformation and upgrading, and a new focus for high-quality development. Next, the government and enterprises should start from different levels to promote the high-quality development of cross-border e-commerce in China.
From the government level, on the one hand, should be promoting cross-border electricity heddle area construction, play a better try heddle area's demonstration leading role of the cross-border electricity suppliers, to decode the deep-seated contradictions and institutional innovation, foster new foreign trade competitive advantage, promote the integration of foreign trade forms industry and trade integration, drive around the open economy development. We will study and formulate guidelines on ipr protection for cross-border e-commerce, optimize the list of imported goods for cross-border e-commerce retail, and facilitate the management of returns and exchanges for cross-border e-commerce imports and exports.
From the perspective of enterprises, it is necessary to further enhance their core competitiveness. To promote and expand the advantages of enterprises in the industrial chain through the new generation of information technology. At the same time, we should also make good use of cross-border e-commerce policies, select appropriate cooperation methods for overseas suppliers, open up all links of production, circulation and consumption, and gradually realize the transformation to providing high-quality services throughout the whole process.
